2 Questions.

A. Should I get a 1917 30-06 enfield or a No 4 Mk II blonde .303 Enfield?

B. What is the most fun plinker I can get

Requirements are
>low eye release peep sights (like how far back they would be on an AR, FAL, or Garand) or the ability to easily mount such sights

>ammo must be in the $0.30 or lower range per round and must be accessible.

>NJ legal configuration

Things I would also like but aren't needed
>action and stock are built for an adult and not a kid
>manual cycled action or single shot
>integrated magazine or ability to hold magazines on the gun (like a hi point carbine, one of the guns I was thinking of)
>as big and heavily recoiling round as possible
>ability to mount spike bayonet the longer the better.
>A cheaper gun would be preferred, but as long as the ammo is cheap it can be anything up to $2,000

>.30 cal battle rifle rounds
>2015

HURR. Can you even get nugget food for that these days?

>1917 30-06 enfield
30-06 is in most stores --even walmart has it
.303 is harder to find and will not be as cheap

>NJ legal
All bolt guns are NJ legal

If you want .30 then get sks or vepr in x54r if you want bigger bang. Still relatively cheap for ammo

30-06, .308win, .303brit etc are all expensive

The correct answer to questions like A is always, "both". In my opinion, though, a No4 MkII > a 1917.

What makes a plinker fun is usually the cheap, plentiful ammo. But 22LR is sometimes no longer cheap nor plentiful. I prefer a bolt action 22LR for plinking. I have a CZ-452 Ultra Lux as my main plinker, but any 22LR firearm will do.

If you reload, almost any caliber ammo from any firearm can be a plinker.
