It is. Russia exported a large number of 90's Tula AKS-74u to Europe a couple of years ago, where some of them were converted to semi. I have one.

Looks like this company outfits their semi AKs with new receivers, probably to appease Swiss conversion laws. Ours are more lax and the guns were sold just with the auto sear cut.
