They usually suggest .308 bullets for Finnish rifles, can't remember why though. You can use .308 for Russian rifles, but accuracy can vary. I use .311 or .312 bullets. Hornady makes .312 size diameter bullets.
Prvi Partizan brass hold up pretty well, it's usually made thicker than US made brass, so it will last a bit longer/take a bit more beating. It's not hard to come by, just expensive. Or shoot PPU ammo and save the brass, or ask people if they keep they're brass after they shoot. I got a decent amount of brass that way.
If I math right, if I do not count in the price of brass, using Hornady 150gr spirepoint .312 bullets, CCI Large Rifle Primers and an approx load of 47gr of VARGET using locally sourced and my go to online store (Graf and Sons)....
approx 50 cents a round.
I handload 7.62x54R to make hunting/target loads. If I want to plink I use surplus for good reason. One day it will dry up and I'll the tools for that day.

The Mosin's action/receiver is very...robust I guess is the word to use. It's safe to shoot until you get up and past maximum load data. Then it's between you and your rifle. All rifles are different, some can take more of a beating than others.
For powders, per Lyman Reloading Handbook 49th Edition, it suggests Hodgdon Varget or IMR 4350 as a good powder. It lists the following powders in the listed load recipes for jacketed bullets: XMR2015, XMR2495, IMR4895, Varget, N140, N150, RX15, IMR4350.
Any powder with a burn rate within these powders is a good go to. I'm going to experiment with some 4064, which I use for 8mm Mauser, later in the spring.
For lead cast bullet (200gr #2 Alloy)
2400, SR4759, IMR4227, XMP5744, IMR4198, N133, RX7. Note that these are generally used as magnum pistol powders. Lead cast bullets in rifles is something I haven't ventured into very far so I can't help you there, unless you want some stuff for the 45-70 Gov't.
