Like, I believe that "combat assault weaponry" should be definitely allowed due to 2nd amendment or any country where democracy or militias are important. In Switzerland and USA for example. In Finland too, to an extent, due to the conscript system. Armor-piercing ammunition should be allowed and so should any sort of infantry "combat weapon" that is considered fit for an insurgency.
Semi-auto shotguns do not apply to this category, and to prevent them being used in mass shootings they should be restricted. Shotguns do not bear any military significance due to the widespread use of armor, their lack of versatility in modern combat and their specific use. Pump-action shotguns are lighter and much better for breaching.
Now, there are those that claim teachers and security guards should be armed with pistols, to prevent mass shootings, but then there's the counter-argument saying "What if they are the ones to shoot up schools?" I think the same should apply for open and concealed carry.
This could be sort of easily resolved by arming them with revolvers, that are inefficient for any mass casualties unlike 20 round semi-auto pistols. Revolvers are restricted to 5-8 rounds at once loaded, are heavier to fire and are of course much more complicated to reload than handguns.
Keep in mind my opinion doesn't come from an american perspective, only what I think would work in civilized societies.
Bolt-action rifles and manually loaded shotguns (Double barrel, single shot etc.) should be unrestricted in every country IMO because you can't effectively use them for much ill.
