Getting manual repeating long guns is relatively easy : either become member of a shooting club or get a hunting permit.
Shooting club : on paper it's easy. Find shooting club, pay fee to join. Some paperwork involved but nothing to serious : proof you have an empty judiciary record and approving from a doctor (they seem to approve easily unless you are visibly fucked in the head, it's more of a formality). You then get a shooting licence that you have to have signed by your doctor (again a formality), and you can use this licence to get guns and ammo. Online purchase are possible, as well as private sales. Just email them your scaned ID and licence and you're good.
Finding a shooting club can be difficult according to where you live, and some are maxed out. Actually since the attacks in Paris people have been rushing clubs, which in turn enforced even stricter members caps in an atempt to drive away those who aren't here strictly for sport. Depends of the clubs but they are indeed warry of being accused to arm the people.
Registration of your guns can be troublesome according to where you live, it is done with an outdated, clunky program and the people using it often make mistakes (they aren't into guns themselves and don't necessarily know that 8mm Mauser, 7.92x57mm and 8x57 IS are the same thing and such shenanigans).
You can get a licence for a year, buy a bunch of category C long guns and ammo and never renew it but keep the guns. Category B guns (semi autos and handguns) are a lot harder to get, require more hoops jumping and stuff and have to be sold/given up if you don't renew your shooting licence.
Hunting licence isn't that complicated either, though I'm not aware of the details. But hunting remains a "common man" activity here so it's relatively easy and cheap.
No way to get Category B guns with a hunting licence though, they would be prohibited for hunting anyway.
