This. Soak the trigger group in a penetrating oil (and ideally go to ultrasonic to knock rust off). Repeat until it passes a function check reliably.

Strip it (don't detail strip, just major parts) and put it in the dishwasher, it will clean all the rust right off, no problem. It will also make the stock feel silky smooth and remove any crud from the nooks and crannies of the shotgun.
