Honestly, a tacticool or even regular ruger 10/22 is cheaped and provides just as good training. You can work the ergonomics of the ar without ammo, and practice your shooting with .22

You have a budget, and that's good.
My advice is to not buy a "complete rifle" but rather buy a cheap complete lower receiver, from palmetto state armory maybe, or build the lower receiver, which is cheap and easy, requires minimal tools.
Then (given your budget) buy a bcm upper receiver or maybe a Daniel Defense on sale.

Then, if your upper didn't come with a bolt carrier group and charging handle, buy that.
You'll probably need ironsights.
If you have a front sight post on your upper, all you need is a rear, and I recommend matech off of eBay. It's what the army uses and I've always enjoyed using it, and its like $25-40
If you don't have a front sight post, get a magpul mbus gen 2
It's polymer, but its tough and you can replace the front sight post on it.

It really isn't if you build your gun with the intention of suppressing it. Granted, it will be six months until my own can gets out of NFA prison, I've used my friend's multiple times on his DI AR with no problem. He has a Noveske Switchblock on his and it works wonders.

On top of this, now a days you can get a pretty decent red dot for the same price as a good set of irons, so there's very little reason not to at least try something like a Primary Arms.

You can do all the controls and handling without ammo. Or when you do shoot live ammo on your primary weapon, focus on the handling and feel.

Oh totally. I was looking at the 10/22 with a top rail that was 249, which with an offset flashlight mount, would have served the purpose. The SR-22 rifle (a 10/22 with a from-factory AR stock) just seemed better for night varmint plinking, and general fuckery, and it'll be easier to set it up with NV for late night coon and critter hunting.
