I used to be a facilities guy, and those hydraulic closers are usually sheet metal screws into the door, and wood screws into the jam. I would be moving your office, and remove the closer one-handed with a 5-drawer filing cabinet on the hand-truck.

The drill for actuve shooter is simple.
Lock down.
Call in.
Kill all noise and movement.
Wait for the all clear.
If the shooter gains entry to your building, baracade the office door, be prepared to go hand to hand.
This will not work at a school or family planning clinic. The difference between SJW and warriors.

When are the police ever on scene at the start of a shooting? You end it, and then even if your gun is holstered by the time the police arrive, you see an officer you drop everything and hands in the air. your risk of being shot by the shooter is greater than the risk of being shot by an officer.

this risk is far less than the risk of the shooter continuing to shoot people until someone shoots him or the cops arrive and he kills himself.
basically you need to deal with it one thing at a time and don't think about the repurcussions until afterward. doesn't matter if you're dead.
the official guide is no-firearms so they aren't legally accountable in any way in the aftermath, and so they aren't at odds with the usual employer/school policy of no weapons in the workplace/ on campus.
