The Serbu Super Shorty is not a Short Barreled Shotgun because it was originally built as a pistol. This means it started out as a virgin receiver and purpose built as a 'handgun'. But, since the ATF is retarded about having smooth-bore handguns, it gets classified as an AOW- so the stamp tax is only $5.

AOWs are just things that doesn't meet the definitions for SBR/SBS, Destructive Device, Machine gun, or Suppressor. Basically a, "this don't meet any of our legal definitions, but we still want to regulate them, so we shall call them 'any other weapons'".
