Looks like a M9 Bayonet. The screw holds the grip on and secures the tang.

Secures pommel to tang, and the clip for mounting the bayonet to the rifle is on the pommel. Other than that it's just a hammer

This exactly. And while a full tang is nice the actual difference between the two in the average circumstance really isnt that huge of a deal.

Yep. Maybe if our troops were still doing regular bayonet charges we would build them stronger, but as it stands they're just glorified pocket knives.
