Well its fairly simple: walk into a reputable gun shop, let them know you're a first time gun buyer and ask for recommendations in your price range.

If none of your friends have guns, you can go to a gun range that rents rifles to try a few and find out what you like.

Is this an impulse buy where you're going out today to buy a gun without any direction or knowledge of the process?

BTW, you'll have to take a test for a handgun safety certificate.

That's not what a master is, you don't have to spend more than 2 hours studying basic engineering and small arms concepts to build the gun. Buy the rifled barrel, then install i on the receiver you made, it's not rocket science.
Just because you're too stupid to understand how guns work doesn't mean gun production is limited to "masters", or maybe you're trying to inflate your ego by pretending your ability to make guns is hard.

I'm assuming 9.9 people out of 10 don't own the necessary tools such as mills, lathes, or presses let alone have the knowledge to operate them to make a bolt action gun. OP is buying his first gun, that means he probably has zero working knowledge of firearms or their general principles. I wouldn't expect him to know what headspace, locking lugs, or how to make a trigger sear work.

Here's the part where I ask you to prove your claim. Post pics of your home-made gun or even the tools you used in your garage to make it.

You take it at the gun shop, and they print off your certificate after taking the test. Turners recommended I laminate mine because the only person who can re-issue it if loss was the actual "proctor" at that store for a $12 fee or some shit.

I was razzing you buddy, its a braindead simple test and the gunshop employees will tell you that. Simple stuff like "what is the safest way to store a gun?
A. unloaded, locked, and separate from ammo

As a CA resident and gun owner, I would encourage you to join the Calguns forum for all your accurate legal information. There are actual lawyers that work CA gun cases posting there, so its not /k/ bullshit.

Last I heard about the firearm safety thing was an appeal was put in to the CADOJ because it was essentially a $20 tax every 5 years for all gun owners. The DOJ is also being accused of fuckery because they had plans to change the certificate every year to force a new $20 testing fee. That was just a rumor though.

Oh one other thing, you will be forced to buy a $15 cable lock unless you sign an affidavit stating you own a CADOJ approved locking cabinet (such as a safe or gun cabinet) complete with model number. Because lawyers are major dicks, some companies like ruger sell their guns with cable locks and gun shops are afraid of federal prison and will still make you buy one.

Some gun shops will start the 10 day process and allow you to come back with affidavit info, however you cannot simply come back to the store with a new-in-box cable lock, you're supposed to have one for each gun and the DOJ assumed you're being a prick and bringing the same one back over and over.

Example: First time mosin buyer in CA
$129 for the rifle
$20 FSC
$25 CADOJ FFL fee
$15 cable lock
9% tax on $144
10 day wait, 2 drive times

My LGS which has been hugely successful recently had like 40 guns in it because they and their competitors have been selling guns like hillary had just been elected. Their best guess as to why they're selling like crazy is the holiday season and peoples fears of another democrat president and paris attacks sparking more gun legislation.

People in their 50's buying a gun before they're made illegal. People talking about how they regret voting democrat their entire life.

Thats a pretty tight budget, even for a .22 rifle.

You might get lucky on calguns for sale section depending what city you're in. Sometimes you can get lucky and find a $150 rifle from an old-timer.

Otherwise, head to your lgs, even Turners and see if they have any Marlin .22's left from the black friday sales. Those are sometimes on sale for $120 and $150.

I don't want to put you down or anything, but $150 won't get your very far; not many guns are available for that price even used and abused. Not to mention you still have to buy ammo to make your long paperweight useful. .22lr is about 8 cents a round, mosin ammo is 25+ cents a round, birdshot is a quarter a shell.

I know its expensive just living here, but scrimp, save, and whore yourself out a bit to save up a little more and buy something you'll keep and use forever. Ruger 10/22's are about $225 for the base models.

Don't think you'll get a deal online because the transfer fees to CA are outrageous. The small stores either refuse or charge an arm and a dick for online transfers (think ~$100). Anytime /k/ quotes a price, add 10-20% for living in CA, then add the aforementioned fees and taxes and bullshit.

The rifle I was going to buy was on sale for $150 brand new. It was a savage model 64 at my lgs. I already have ammunition for it I inherited from my grandfather. The only thing that got in my way today was all the fees.
