Uganda probably has the best of the black African countries, the US has poured money into creating a professional army with a good NCO corps there, and it seems to have worked. There's a reason why Kony and the LRA have been in the Congo for the last decade despite nominally being a Ugandan insurgency. Uganda also provides a lot of the muscle when the AU needs to crack heads, because they're generally very good at it.
South Africa also still has a very good army, which managed to mostly survive the transition out of apartheid. It helps that even during Apartheid, it was one of the few good ways for blacks to get good government jobs.

Ghana seems to be a pretty decent country actually.

Don't hold your breath. My wife is Malian, and while everyone from there I've met has been a a pretty good person they are not fighters. Anecedontal evidence for sure but those people are like a bunch of black hippies. Maybe if you somehow stock the Army with Tauregs that are allegient to Bamako you stand a chance.
Most of the problem I see is that they are trying to fight the way white people fight, but without having the clue of why and how. Once they fight according to their own strength, they proved to be more than handful and actually prettty effective.

While not military, DRC park rangers definitely operate. Sentences for poaching are so steep, poachers often shoot it out. The national parks in that region are also rife with smugglers and guerrillas. These guys have the most dangerous job in all of conservation. pretty much the only African nation with a fully integrated data-link, digitized command/control/comms, modern western equipment (the rest of Africa's "modern" equipment is just cold-war left overs) and a sizeable domestic arms industry backing them up (they are amongst the worlds top 20 arms exporters), modern training facilities and equipment (MILES and shit) and comprehensive institutional experience in everything from high-tempo conventional warfare to COIN (they pretty much finished writing the book the Rhodesians started).
After them, and significantly far behind them, is Uganda.

Also, it never really occurred to me that Africa had soldiers that competent. When I think of Africa I think of retarded niggers who can't find reverse of a Soviet tank, but when painted in this light you realize that there are plenty of good soldiers. I used to live in Zimbabwe and we had an grounds keeper who do pretty much any task you gave him. Gardener, manager, welder, carpenter, metalworker, driver. The dude just absorbed skills like a sponge. If he had lived in the UK or Australia he'd easily be making a six figure salary by now. The right man in the right place is super competent.
The problem with Africa is that corruption is so fucking rampant that no country can get itself off the ground. Whoever is in charge just seems to be out for themselves and doesn't give a flying shit about the common man.
