What's a realistic surface/AA warfare loadout for Arleigh Burkes and Ticonderoga cruisers for a near future scenario (~2018)?
As much as I want to have them all have SM-6s that probably isn't very realistic, but the default loadouts leave like half of the VLS cells empty.

That's realistic. That's how they're out today. We don't have enough missiles to fill them. In a war, they'd be filled, probably in the same proportion as before.

Think about it - each ship carries upwards of 100 missiles (IIRC), and each of those is several million dollars ($5 million for SM-6, $11 million for SM-3). Filling dozens of ships and maintaining all of those missiles, all while keeping adequate stockpiles of replacements is going to be expensive. For peacetime, it's more than enough, and if they ever go to war you'll see them filled back up.

We have a lot of ships, and don't build enough missiles to fill them all at once and keep using them over the years. Munitions usage is the biggest problem the USN would face in a real war. You have to use the high end munitions in order to enable strikes by low end munitions, such as simple iron bombs. That is how you can make the most of the limited quantity of munitions available.

Parts of it. They actually added in a bunch of Japanese stuff for someone who made a Final Countdown scenario, and a lot of the stuff is in the game because the equipment was used for long after WW2.
