If it weren't for the .308 bit I'd actually suggest as nice a K-31 as can be found and a few cases of GP-11.
I can suggest a CZ or Savage and get the nicest one you can afford. My personal preference would be toward the Savage. Tikka makes a nice rifle too.
If the budget is meant to include glass, then get a $1100ish Savage and maybe a scope from Vortex.

I have a Ruger GSR. Poly mags can be top loaded. And you can mount a normal scope of you remove the rear sight. I have a scout scope and just kind of got used to it.

I own several savages, winchesters and remingtons all of which work well and are accurate but my personal favorite to shoot is my tikka
buy a Sako. you can find 85s for $1500 and older used models cost less. CZ arent any better than american budget brands like rem700s and savages.
