A sawed off shotgun is less accurate and has reduced effective range, but sprays rounds over a wider area.
This allows for enhanced stopping power at short range and has little to no purpose when hunting or target shooting.

it can be concealed easier.
in canada its wierd, pistols are legal by length of barrel, so super short pistols like a walther ppk is illegal but a glock 19 is fine.
short barrel shotguns are also legal, sawed off is just a term used to sound scary, referring to the criminal act of sawing off a full length shotgun in an attempt to use the weapon in a clandestine manner. if it was just naturally short then its not as scary.

The ostensible answer is that it makes the rifle more "concealable". You lose out on a good deal of accuracy, and your bore pressure drops, so the bullet travels slower, all so you can get a really shitty pistol.
