The Chechens are the most vicious hostage taker.
The Russians have undergone a modernization program, however it comes at the expense of units that aren't modernized. Some units get new stuff and look and act all professional (volunteer units mainly), the conscripts get the soviet conscript treatment and get to keep shitty stuff like thy have had for the last generation or so.
Russia has a long way to go before it has a high overall competence level, for now it has pockets of competence and pockets of batshit ineptitude and corruption on the scale of "sex slave privyets"
