Let us all be honest, it is easier to qualify with a 9mm than a 40 or 45. I can at 15 feet make four 9mm connect tangentially, I do it with 3 in 40. What this is really about is the fact that more people have to be passed as agents one way or another and the fact that marksmanship has to take a back seat to classes of political correctness and other crap.
Agents are not even front line door kickers but simply investigators with access to high level databases, telecom access, satellites, and other legal and high tech goodies. They are better given education in investigation and forensics rather than room clearing. That is what specialized military teams or state based units are for.
Beat police are the ones who benefit from pistol marksmanship and bigger calibers in that they are patrolling on foot or in cars and a pistol is what they are going to be using first anyway.
