Gunpods on aircraft have the ammo wrapped around the gun like that. Cooking off the rounds is not the issue since you either fire the rounds in short burst, or you fire them off all at once anyways (gun pods as you can imagine don't hold much ammo to begin with). Plus, when you are flying at mach 0.6 the gun pod will cool down really quickly, especially at higher altitudes.

The weight balance would make the thing feel twice as heavy while you're lugging it around. Not a lot of fun. Also if you have to aim at something else, all that inertia is going to make the barrel want to keep moving while you try to get it on target.
You'd have to slide the empty mag up the length of the barrel, then slide your fresh mag down the same length. And yes, you can potentially ND yourself doing this. You don't always reload solely when your mag is empty. Sometimes you'll want to load a fresh mag during a lull in combat, just in case. Also we'd never toss away a mag that still has rounds. We'd probably toss it in a dump pouch on our belt for later.

grab new mag by the bottom near the latch (which is on the reciever end of the mag) and slide it over the barrel. at no point does your hand intersect the bullet trajectory.

Also, if you look at the design, it's pretty ambi-friendly. Putting the mag around the barrel would fuck up the OTB brass ejection, and would pretty much demand that a lefty awkwardly reach around the side of their gun with their weak hand to try and slot a new mag.
