Cops, for the most part, live in and come from lower/middle class areas. Places that dont need police often. Cops go to areas where there are crime. Those areas dont like cops. Hard to build feels with people that dont like you. What you want is them policing themselves, but thats like trusting the animals to run the zoo.

Ghettos are not just 100% gang members committing crimes all day erry day. There are plenty of lower-class people who hold legitimate jobs and don't want their families and property affected by criminals. Those are the people to target with community policing initiatives. In higher crime areas, you make sure to also have cops physically walking the beat and interacting with the people who live there, so that the police force becomes more human and personable, and less of a faceless entity.
Having an uncorrupt police force is also a pretty huge step in the right direction.
