TERs are Triple Ejector Racks. On the A-10 they sit on stations 3-9 and hold 3 of something ; CBU-89s/103s, Mk.82s, or LAU-131 Rocket Launchers.
LAU-131s are Rocket Pods that fire off 7each 2.75" Rockets (which are available in Flechette config). They have 14-inch suspension lugs, meaning they can be loaded on TERs or the A-10 stations 1, 2, 10, and 11 (though 1 and 11 are usually reserved for Air-to-Air missiles).
If you load 7 TERs (each with their 3 LAU-131s) and 2 more LAU-131s on the outboard stations, you end up with 23 Rocket Launchers, firing 7 rockets each, giving you 161 available rockets.
If these rockets are running Flechettes, you have 161 clusters of about 2000 flechettes.

Absolutely. The Flechettes are made for AP use.

The Flechettes are dispensed via an HE charge on a timed fuze that can be dialed up to ~7500m. Plenty good for AP work up to the high-20k's.

BATFE's reigning definition of a machine-gun is that it fires (or can fire) more than one shot per trigger pull.

Both of these are externally-powered and fire through an electrically-unsafed cam path inside the gun, so you're looking at quite a few obstacles to be able to fire this in a semi-auto mode.

If you could manage to link together a power system (that could apply single bursts sufficient to advance it one round at a time, or could at least be engaged single-round-at-a-time) and a means of disengaging the safing cam for that single round in such a way as to permit you to fire only in single shots (and manage to link it all together with a single trigger pull of one mechanism) it should be good.

The bitch would be proving to the BATFE that it is incapable of firing (or being readily modified to fire) any more than one round per trigger pull.

I'm sorry, but there's no reasonable way to do this.
The gun was initially designed (and always intended) to be externally-powered, much like damn near every other gatling gun known to man.
From the internal mechanisms of the gun housing to the setup of the barrel lugs, there's no suitable way to implement a gas- or recoil-based operation.

That said, there are gatling guns that are legal to own, but they fire using a hand crank. Even there, there is some legal grey area as to what constitutes a single trigger pull.

On the bright side of this, you should know that the GAU-8 and GAU-13 as it is require absolutely no modification to be able to be rotated and fired via hand crank.

I don't really know much about the full mathematical implications on the gun BUT that isn't stopping me from looking at it from all angles!

What if we add the crank lever and make it go bang every swing of the crank?

What if we make it lever operated so you can full clint estwood on leveraging that lever action on it!

What if we add deul trigger one to chamber the round and the other to fire the round.

What if we make it become a reality and get the gun stores flooded with these so we can all have toys on our backyards for fun and joy and for getting rid of those pesky rats from our yard.

ANYTHING can become a reality good old mate!

Yeah, plugging that into a recoil calculator, the 110 gun configuration would have enough recoil to accelerate the Chinook in the opposite direction at 18.66 feet/s^2 and in the 165 gun configuration about 27.73 feet/s^2, not quite enough to make it hover just from firing the guns but getting there (acceleration due to gravity is 32 feet/s^2 for those who don't know/remember). Assuming one didn't adjust the rotors the 110 gun configuration would gain about 8,400 feet if one was to fire the guns until empty and the 160 gun version would gain about 3,100 feet. That might be a bit problematic.

A higher rate of fire isn't worth anything if the vibrations from each gun's off-center-line recoil prevents the rounds from being on target. The A-10 is as deadly as it is, in no small part, because the rounds thrown downrange are generally on target.
