Literally everything about this scenario depends on the cause of rebellion and how it could be portrayed. If you are "the good guys" and the US is threatening the world with tyranny then the UN Security Council will deus ex machina a way to match the US in firepower and manpower somehow I'm sure. That will most certainly not be the case because if there is going to be another civil war then it's gonna be over states rights again only this time there won't be a line of infantry fighting other lines of infantry, it's gonna be an unorganized and untrained mob fighting a line of tanks, aircraft, missiles, IFV's, and most importantly the media.
