Russia possible made huge concessions here, giving China the source codes for the PESA radar and avionics, so that the PLAAF can integrate their own weapons, just like they did with their Su-30MKKs. Because sure as fuck China doesnt want to buy some hundred additional Russian missiles just for 24 Su-35s, when the rest of the Chinese Russian imported Flanker force already were converted to Chinese weaponry.
Engine-wise, it will be a huge boost to China. China already produces engines with a T/W of 8:1 (WS-10), and now will have one with T/W of 10,5:1 (117S) with TVC.
On the other hand, I expect no further Su-35 sales, beyond these 24, since China's J-11D advanced Sino-Flanker is in the late testing stage and will be just as capable as the Su-35 (maybe even more, since it carries an AESA), except for the engines, which are the WS-10B without TVC.

The WS-15 is still in development, and even with the 117S available for import, this wont change.
The 117S with its 147kn thrust is good, but not the target engine either the T-50 or the J-20 truly deserve.
Which is why both Russia and China are developing engines with more thrust and higher T/W ratio to eventually replace them.

The J-31 isnt the 'top notch', since the PLAAF isnt even interested in buying it. It's a private venture of the Shenyang Company.
Furthermore, the WS-10B both have FADEC, which is not present on any 1970s era (or even 2000s era) AL-31F. Only the 117 features FADEC. For that reason alone, the WS-10B is already better than the 117S in that regard, as it lacks FADEC.
And look at that pic again, the Su-27 there produces more smoke than the WS-10 powered J-11B.
