Stamped receivers are incredibly easy to make.
Literally any garage machinist can do it. It requires a flat of steel, measuring and cutting said steel, heating and folding steel, and then hardening and tempering the steel.
All you need is the flat, heat and a dremel.

There are plenty of english examples of home rigged rifle cutters on youtube.
To make it a capable assault weapon all you actually need to do is cast a smoothbore barrel, harden and temper it, then measure it's insertion for proper headspace (IMPORTANT) and pin it into the front trunnion of the receiver.
If you want rifling just cut said barrel.
I'm not saying you'll have a long lasting barrel life, but it will effectively kill.

Yes. Assuming the locking lugs around the chamber are still in place you could swap the gas tube and piston for a new one and drill out the barrel to the correct diameter to create a fully functional ak.
If you wanted fully automatic you'd need to purchase, rig or mill an autosear, the autosear spring, and buy a full auto safety (which is actually most stock Ak safeties and likely the most commonly available) Note: they won't be labeled as "full auto safety", they'll just be factory stock safeties.
You could always convert it permanently to full auto by welding the firing pin forward, but I wouldn't recommend it.
you'll have better luck with a semi by far than full auto only.
