7.62x39 has superior terminal performance as far as you can hit with it. Which is also the problem.
Its primary deficiencies are accuracy, trajectory, and weight. The 5.45 is lighter and shoots flatter and more accurately which allows the combatant to carry more ammo and hit more reliably after 200 or so meters.
If you are hiking 18 klicks in the mountains of Afghanistan and must carry all of your ammo, you will want the 5.45.
Riding in a microbus to Paris? Then the 7.62 is better. It kills better, penetrates better, and the advantages of the 5.45 are totally lost because you rode in and aren't shooting 400 meters.

7.62 is better at turning cover into mush, contrary to popular belief it's not going to zip straight thru and kill 20 babies like fudds or /k/ would have you believe. It's a intermediate cartridge so penetration is a shit compared to full battle raifu calibers
5.45 vs 7.62 both fmj hitting flesh performs the same, they don't fragment and they tumble for dank wound vectors
small high velocity intermediate calibers have better penetration compared to slow and heavy projectiles, they just suck at pounding thru barriers.

7.62 is better in penetrating cover especially car bodies and wooden walls. All bullets may go through but 7.62 has better probability of doing it and will have less deviation from the straight path.
Terminal performance against humans depends greatly on type of used ammo. All 5.45 would be ok, some 7.62 fmjs are bad. Straight penetration with late tumble and minimum wounding potential. With good expanding ammo both 5.45 and 7.62 are very effective at short ranges.

7.62 is great for urban jungels, or forests ie it's good at cutting through the stuff that's between you and your target.
