Yes, but in 9 out out of 10 cases it's better to just run the fuck away or give your wallet.

Obviously I'd rather have a capandball than nothing if some kebab would start shooting at me, but a tactical retreat would probably be a preffered method of resolving the situation. Assuming I wouldn't be shot before I even know it.

It's also true for many yuropoor countries. I'm from Poland and you can buy black powder firearms designed before 1880 and their replicas without any paperwork or registration.

You have to register it if you want to buy the black powder though, but it's not illegal to own it, so I just buy it in bulk in Czech Republic.

FO4 is only 7 years past the setting of NV Caesar's legion is either recovering from their failed expansion west or expanding west into California. I'm going to say that canon would be they failed. Plus they would still have to make it through the Capital Wasteland, BoS main base of operations, Enclave territory, actual collections of super mutants, and bypass the Glowing Sea in order to get to the Commonwealth. Yes.

It's quite funny actually, it's perfectly legal to both own and buy black powder and all of its substitutes, but the stores can't sell it if you don't have an European Firearms Pass.

So it's either registering your gun or buying the powder from someone who already has the EFP/somewhere ouside of Poland.
