As far as what I would do if I had the budget and designers to beat my ideas into reality. I would produce a semi-auto version of the TRW Low Maintenance Rifle in .223 and .308, freakishly simple gun and keep it dumb as a stump and low priced so you could spam the market with a $350 dollar .223/308 rifle. Develop an 80% version and sell it in kit form so any jackass could conceivably get one. Market the thing as some sort of survival/minuteman rifle. Then a modernised but still simple version of the Winters SWATriplex-18, because who could resist an 18rd, bullpup, ambidextrous, semi-auto shotgun? He'll the SWATriplex and LMR could even share components where possible.

Your best bet would be jury rigging a plasma containment field inside of a 40mm grenade sort of projectile, but that'll be bulky and a pain in the ass as far as logistics is concerned. Any smaller and the plasma would be relatively ineffective compared to regular bullets.
