I'd suggest not cutting corners when it comes to vital equipment such as helmets, plate carriers, boots, clothing, and lets not forget, gats, surplus Kevlar helmets are relatively inexpensive, go PAGST style for the sake of uniformity, forget the flak vests and upgrade to a plate carrier with swimmer plates, several companies like First Spear make plate carriers specifically designed for use in a maritime environment, I'd suggest moisture wicking shirts and tank tops, UDT shorts or anything besides jeans would be alright, you might have to settle for earlier tier NVG devices so the courts can't rape you in the benis for violating ITAR, obviously grooming kits are a must and should be required to have. I think just about most boots will suffice so long as they aren't steel toed, Don't settle for low tier ARs for fuck sakes, buy bulk parts and have somebody assemble them and get them all nice and ready. I'd say you should have a barber, a dedicated navigator, and a communications specialist. Everybody should know how to do basic seaman knots and can swim in cammies and boots.

If you're going to do this, you're going to need to do it legally, or you're just gonna be used as target practice by LE or a real navy.
Set up a PMC, use it to legally obtain new MASHEEN GAWNS/other required NFA items, register your boat under the PMC name and before even thinking of setting sail start fishing for contracts.
If you have regulatory permission of the country you'll be operating out of, you should really have no issues, so long as you file the forms back home too.
Just, if you do go this route, make sure you keep your books up to date to the second; do that and I'm actually 100% this would be a viable operation - smaller YURUPIAN countries with limited coast guard capabilities would pay decently.

/k/anadian here, been on boats been involved with navy have First aid shit, can cook, know naval nav, and I'm getting cert on marine radio communications and diving.

Good luck in the out of date bucket-o'-rivets. A couple of pointers, if it's a 7 day trip, bring 14 days of food. Never assume you'll arrive on time always assume there will be a colossal fuck up. And have a spare long range radio operating on a separate power grid, like batteries just in case, and have both ports (Leaving from and heading to) know you are coming, and what route you will be taking.
Finally, have fun with storms and shit, or sinking to some angry dindu with an RPG.

Retired Coastie here. A few comments and observations:
The Acushnet has berthing for around 75-80 crew without hot racking. For enlisted, this is most likely Northampton-style racks in 3 high stacks. Officers will probably be 2 to a stateroom. CO, XO, and EO will have private staterooms.
It's a Diesel electric plant, top speed of 15 knots. Econo cruising speed will be 10-12 knots. Engineering watch requires 3 bodies per section, so a minimum of 9 to run main prop. Add another 3, that gives you dayworkers, smallboat engineers, and the capability to dog watches. Call it 12 engineers, plus an electrician and a damage control guy/hull tech. Add a chief engineer, that gives you 15.
Now, topside watches- OOD, helmsman, lookout, quartermaster, and radar/radio watch. Btw, in the naval services the quartermaster is the navigator. If you need more socks you talk to the storekeepers. So, 5 bodies. Add a roving topside watchstander, makes it 6. Times 3 watch sections gives you 18. Add 1 each to each category, now you have day workers and the capability to dog watches. Call it 24. Add your 15 engineers, you have 39 bodies. Of that number you only need 9 at any 1 time to make the boat run.
Other specialties: an electronics guy, at least 3 IT/crypto guys, 2 supply guys, 4 cooks, 3 medics, 1 armorer, 1 machinist/metalworker, and 2 office staff. Looks like 17 or so. Add that to the others, you're at about 60. Fun fact, in WW2 the USS Shackle (Acushnet when the USN had it) had a crew of 120. They probably did it by swinging hammocks in the berthing areas.
Lets flesh in the command group. CO, XO, and OPs boss. EO is already listed, but lets add a Deck division officer. Round out the group with a supply officer.

So we've fleshed in some numbers and positions. There's room for about another 15 bodies. We can call these guys deck force, they'll be the nucleus of the expeditionary force.
Before this goes any farther, I should mention that there's going to have to be a lot of cross training and multiple qualifications by everybody on the crew. Engine room guys will have to qual as small boat engineers and boarding team members. Deck force has to qual boarding team, helm watch, lookout, topside security, and basic comms. The command team will have to qual as in port and underway OOD, and quartermaster. The designated OODs will qual as boarding team leaders, comms, and quartermaster. The IT/crypto guys and electronics guy have to qual on radio/radar watch. The armorer quals on topside security watch. Machinist/metalsmithquals on engine room watch.
The cooks will have EMT certs so they can assist the medics. Mininum requirement for medics will be 1 RN and 2 paramedics. It will be better to have 1 PA, 1 RN, and a paramedic. Supply and admin guys have to qual on helm, lookout, and topside security. Everybody quals on firefighting, damage control, and basic casualty control. Everybody quals on at least 1 boat crew position.
Sounds like a lot of work, right? There's a reason why the normal workweek underway exceeds 60 hours.
Moving along-
The Acushnet has a max speed range of 9K miles, or 13K at 10 knots. The main limiting factor will be supplies. It was classified as a WMEC, so expect to need to resupply every 10 days or so. I couldn't find anything about water capacity, it would be safe to assume it has a 6 stage evap. Figure it can make a couple hundred gallons per hour. Sea showers will be a fact of life. Not showering isn't an option, the other 24 or so guys in the berthing area will see to it.
I'll have some other stuff to throw out there, I just have to ponder a bit.

It looks like there's about 99 people actually signed up right now on the roster. Chances are we'll need to bolster it even more because I'll bet only 1/3rd of that will actually report for duty. Speaking of qualified people, it would be a really good idea for the CO, XO, and Deck officer to have some kind of Merchant Marine certs. The EO as well.
Another random observation- the Acushnet has a Diesel electric plant, and started life as a salvage/rescue ship. What this means in practical terms is that it has some fairly robust towing capability. This, in turn leads us to a possible niche in the PMC world: armed salvage specialists.
One of the things pirates do is take a ship, ransom the crew, sell the cargo, and then sell the ship.
Envision sailing into a pirate anchorage, boarding and clearing a freighter or tanker, then towing it free. You'll most likely be up against RPGs and HMGs. Possibly something in the ZSU-23 range. Your most likely counters would be HMG/GPMG to keep the RPG boats away and some flavor of ATGM for the guns. Having a couple of drones for recon/intel gathering wouldn't hurt. Sounds like a collateral duty for the IT/crypto guys.
Crew organization will be a clusterfuck. I would suggest that the owner of the ship not be the captain. You could also look at collective ownership, with a minimum buy-in limit. Anyhow, the ship's officer positions should all be shareholders in the venture. The run of the mill positions, engineering or deck watchstanders, can start off as employees and work into a shareholder spot. The ship itself is going to be a shareholder, the company will also be a shareholder. This is where your operating and maintenance budgets will come from.
The first step will be figuring out daily operating costs. It's not going to be cheap.

I honestly have no earthly idea. I suspect that retaking a vessel probably requires either a state sanction or a contract with the owner or insurer. It would be a good idea to brush up on international maritime law. You probably start by creating your corporation. It's a business transaction, after all.

Part of that goes back to the EO having some kind of merchant marine engineer's cert. The engines on the Acushnet are Fairbanks Morse Diesels, driving (iirc) Westinghouse generators which power Westinghouse motors attached to the shafts via reducing gears. This is all very basic gear, durable as fuck and not complicated. Any large Diesel mechanic could operate or repair the engines.
The bare bones starting point is to get full operating and maintenance manuals for every main prop and aux system. With those in hand, you can generate watchstanding requirements, which generates your quals. You'll also have to hire some expertise at the outset, until your crew is trained up. None of the skills I've listed are rare or hard to gain. It's mostly a matter of putting in the time.
Another possible revenue stream is providing site security and work platform services to commercial salvage operators.

Most of the skillsets you need are pretty general, just needing platform-specific updates. Cooks and medics, for instance, don't change much from place to place. Getting certs for the officers will be a little more complicated. Start by shopping around amongst the various merchant marine academies to see which is the most cost effective. The wikipedia page on the merchant marine has a bunch of good info to start from. Bottom line, you might need to hire some officers while you have people going through an academy.
Other than that, all other skills are off the shelf.
A note on uniforms- it's not a bad idea to provide work uniforms. You can buy in bulk and issue as necessary. Include headgear and leather shoes. Why leather? Because we found out from the Stark incident that having plastic footwear melted to your feet is a special kind of misery. That aside, uniforms make it easier to identify your people in crowded situations. Durable, comfortable, functional, and simple are good. Easy to remove in the water is bonus. Neutral color- grays, blues, browns, tans- work okay. Stains will be a fact of life, accept it.
It might be worth considering a basic seabag loadout for each new hire. Remember boot camp? Like that, only without the shouting. That way you know that each crewmember has minimum daily survival necessities.

I've been in sailing the Indian and Pacific for 6 years. We have a US flag and USN support and getting into ports is still a hassle.

They've only been in maritime service since about 1923, you fuckwit. There's a reason why Fairbanks-Morse is still in business. You can literally get parts for them on every continent. Yes, there's a cache at McMurdo Station.
Cat marine applications are a relatively new thing. Funny thing, every ALPAT I made (on Fairbanks-Morse engines), we were always bailing out broke-dick longliners and crabbers. It was always the same story: first the Cat main Diesel would shit the bed. Then the Cat generator would crap out. Then they'd call us to tow them to Dutch Harbor.
Sure there's a huge pool of Cat mechanics. That shit's always breaking. Cats need about twice the maintenance cycles as Fairbanks. That's ok for earthmovers, which get serviced at the end of the day. Or even stationary power applications, where you can run a 1/3 duty cycle. But you try running a Cat for a couple hundred hours non-stop, you're gonna get problems. Better hope you have cell service when it happens.

The Canadian government can van your ass for anything you say online that they deem 'terroristic'. If they're having trouble persecuting you because of your rights, they can strip you of your citizenship.
The US government can do neither of these things. Internet memes can prompt an investigation, not an arrest or seizure of property. Citizenship cannot be revoked so simply here.
