The major problem is that ISIS is the people. You can't eradicate them without eradicating all of the Muslims in the area.
You simply cannot tell them apart. And the reason for that is there is very little difference (drift, etc) between them and any other random Muslim.
To put it another way, while Muslims make a hobby of slaughtering each other. They are in fact very seemlier in their beliefs. There is actually a much greater divide between your typical Democrat/Liberal and Republican/Conservative.
