I inherited a S101 in 2007, it was my first gun and that took ~6 months - to be fair it was back when every man and his dog was trying to get something licensed.
I bought my CZ75 back in 2011 in that took just under 3.
At the moment (anecdotally) its pretty hit or miss;
Mate of mine just bought a Glawk and he got everything sorted in under a month, while my brothers Rem 870 took 5... both had prior licences.

Learn Dutch, it's more useful and you'll be able to understand Afrikaans since it's pretty much just dumbed down Dutch.

Afrikaans is just simpler and makes a great starting language for people doing a second language above English.

It all kind of boils down to what his goals are. If he's going to travel through Europe Dutch would be much more useful and vice versa. Neither languages should be hard to learn for a native English speaker.

Afrikaans is an easy language, but if you rarely get to practice and use it, you may be better off learning a slightly more complex language. Learning Afrikaans may make it easier for you to understand Dutch and German though.
