Not necessarily. You can do one and not the other. I have always pillar bedded and skim bedded my stocks. Best of both worlds.

because it will recoil on top of the pillars
You still need the action and recoil lug to be firmly held into teh stock or the action screws will bend and/or break
Fully action and pillar bedding a stock is the best method
What kind of stock do you have OP? Solid wood, laminate, fiberglass, fiberglass with an aluminum block (makes pillar bedding kind of pointless), polymer, polymer with an aluminum block? What kind of rifle and caliber? I have one rifle the is fiberglass stock with an aluminum bedding block that is skim bedded since pillar bedding would be pointless. It is consistent sub MOA rifle. I also have a laminate stock rifle that I have pillar bed with thick high quality pillars alone and it shot sub MOA just fine. I later skim bedded the rifle just because and saw no measurable change in performance.
