Need to. I have had 2 things happen to me recently that have sparked this. My ferryman father died, and left me his very large, very seaworthy RoPax ferry. This has room for much cargo, many weapons, people, drugs, fuel you name it. My mother is going to sell it within ~1 year if I don't take over the ferry job. This requires us to get together in short time. I know /k/ is full of people with no one else in life, and I will post this to /r9k/ in a few minutes to get more recruits. 2nd thing that has happened recently. My grandfather died. He was a massive hoarder of ammunition, explosives, and his shed is full of 3 inch thick steel plates for armor. He gave me the Luger you are about to see. No one will be a 'boss' on my ship, we work for the good of our group. Take no prisoners, kill rival pirates, base of operations should be in malaysia or phillipenes.
3 requirements.
1. Bring ammo, clothes, hygiene and money.
2. Be willing to rob, kill, whale, and sail.
3. Don't bring wenches, they will get raped by /r9k/.

A ferry for rivers and lakes is not a seafaring vessel. If it is seaworthy, it isn't a warship, and you may find yourself on the business end of an RPG or heavy gun
Your communal administration ideas are bad. Even communism has leaders. If you do have the confidence to lead, you should hire someone you trust to do so. You will end up stabbed and thrown overboard while someone else takes your ship and crew.
you could use the ferry for other uses that would be adventurous and perhaps less than legal without being a fucking cocksucker and praying on innocents.
You could even be a pirate hunter, sailing in your unassuming vessel through dangerous waters, and retaliating when attacked by pirates who don't know you are armed

How many knots can this ferry get up to? You'll either have to fast enough to catch your intended targets or do what >>25549752 said and use zodiacs for the actual pirating.
How do you intend to stay supplied/fueled? you'll need a port for that, and somehow I doubt the Philippine officials will overlook an easily identifiable docking in their ports. How will you make enough income in the short term to supply fuel if your intended consumers are in America?
Do you speak any of the languages in that locality? When the Philippine police are telling you to stand down you might want to be able to bribe them.
What are your plans for competing with the existing pirates? These aren't individual ships you're dealing with, but a crime network that won't appreciate you fucking with them. Do you plan to just shoot at them when they get close? One RPG could fuck your shit up if it is placed well enough.
How do you intend to navigate and deal with weather? Monsoons are not something to be fucked with.
