In the early stages, the issue was poor training, poor tactics, poor organization, and bad aircraft. At the start of the war, their "modern" fighters consisted of
>MiG-3 - High altitude fighter that was terrible at the low altitudes that fighting took place
>LaGG-3 - horrifically underpowered to the point that pilots preferred the I-16 to it
>Yak-1 - Best fighter available, but still largely outperformed by the Bf 109.

They managed to attain air superiority in the winter of 1941-42, but only because the record cold grounded the Luftwaffe. They spent all of 1942 rapidly modernizing and reorganizing the VVS, so that by 1943, they managed to seriously challenge the Luftwaffe. The Kuban campaign was the first time the VVS managed to seriously challenge Luftwaffe air superiority without the help of outstanding circumstances.

They still had issues that occasionally led to disaster, like the dual 500-plane sorties at the start of Kursk that lost ~100 planes each, but by the end of 1943, the Luftwaffe's supremacy was lost. While the Luftwaffe still had some of the greatest pilots and incredibly successful units like JG 51 and JG 52, they could no longer seriously challenge the VVS.

By the end of the war, the VVS had manged to make up for what little they lacked in quality in men and aircraft with excellent operational flexibility and sheer numbers. At Operation Bagration, the VVS managed to field more aircraft than the entire Luftwaffe's inventory, outnumbering the local aircraft almost eight times over.

The whole notion of the Soviet Air Force being terrible was leftover from the start of the war. By the end, what they could manage was amazing.

Yeah. Really, the issue was that the engine it mounted was much weaker than the aircraft was designed for. The LaGG-3 ended up performing so poorly that Lavochkin lost their factories, and fell out of favor with the government.

However, Lavochkin managed to fix the design by grafting the nose of an Su-2 onto a LaGG-3. With a few more modifications, they had the La-5, which was on par in performance with the Bf 109G.

The Lend-Lease aircraft started making it to the front, so you had a huge varied inventory full of (mostly) effective aircraft going up against the best pilots the Luftwaffe had to offer, in some of the most brutal fighting of the war.

>Battling over the mountains of the Caucasus and lagoons of the Sea of Azov

A shame that it was overshadowed by Kursk due to it being so undecisive.
