People don't have to wear uniforms and sleep in FOBs and shit, that stuff is obviously not going to happen, but that doesn't mean operating as a unit wearing camouflage and using heavy gear is not a useful skill for the militia. Any operation that takes place somewhere remote will probably involve infiltration in street clothes, gearing up, operating, then ex-filtrating.
Having been said, not a lot of that will actually be necessary, it's mostly going to be about assassinations, sabotage, armed peaceful protest etc.

Any time you are willing to wear full heavy gear you may as well wear a uniform, though I think there is something to be said of lo pro gear in urban infantry engagements, makes it easier to exfil. Mostly you'd want to go heavy and wear camo only in a non urban setting.
