The gunsmiths themselves aren't criminals. They're out in the open in many areas and work for gun manufacturers like ARMSCOR, especially in the south. It's just that they're willing to have easy side projects for criminal scum who pay them decent cash for (purposefully) slapdash work. Like these people can make decent firearms -some master gunsmiths even- but make shit ones for criminals who cant pay top peso for the actual thing.
