What is your definition of cheap?
I grabbed a Savage Axis with a bushnell scope for about 300. Filled the stock with steel BBs to add weight, and put a vortex scope on it for about 169. Also, got the sear ground out and trigger adjusted to about 3 pounds so there is no creap. Overall, spent about 500 making it my rifle and it shoots damn accurate.
Another good option for budget bolt actions, is the Ruger american. I have seen a few combo deals for a ruger american predator with scope for $500. The American feels like a better rifle when I grabbed it. Haven't shot it but heard nothing but good reviews.

Preferably something near .308, the rounds don't need to be cheap. Just so long as the rifle doesn't put me in the red.
Id consider a Marlin .357/.45-70 lever action. They can go from $300-1200

New or used? I picked up a used Savage 11 in .308 from a pawn shop for just under 300. Had a light acu-trigger and came with a Nikon scope.

Ruger American isn't that bad. I got a ranch American in 300 blk. Eventually put the Nikon p300blk on her. At some point I'm going to buy a regular American in 308 or 6.5 creedmoor.
