Considering having he barrel on my remington 700 in 308 cut down to 16". The woods where I live are very thick, and there are many hills, so I couldn't make a shot past 500 yards even if I wanted. My questions are, what is the max effective range of a 308 from a 16 " barrel? Is this a good way to cut weight and increase maneuverability? Pic is kinda what I was thinking.
Why don't you sell it intact and buy something shorter that can shoot a heavier bullet then?
A barrel that short will really shit on .308 ballistics even if you work up some loads with a powder and bullet combination that compensates for it a little.

license wise to have the gun operate I believe it falls under the same regulation as an artillery piece, its a basic DD.
however, you cannot shoot HE rounds as each one is ALSO a DD and you basically need a bunker to store them.
but you could just shoot solid projectiles (basically giant FMJ bullets)
