Okay /k/, Our Glorious Leader in Illinois has graciously granted me the privallage of owning firearms. So I come to you with questions as someone who's never owner a firearm before.
What's a good rifle to learn proper technique with? Something I can go plinking with?
Are Nagants worth it? All the threads about them on here makes me want to get one.
Where would one start building an AR-15? Is there a guide on how to pick parts?
Any other tips for fledging in the world of forearms would be appreciated.

It's an old bolt action rifle that may or may not shoot well. Don't expect anything more.
I highly suggest just getting an AR15 to start since you live in the USA. 5.56 is absolutely nothing recoil wise so you should not develop a flinch at all.
if you live in chicago then give up desu.
nagants are good, not as cheap as they used to be, but a good starting point and still the best price for rifle¢s per round despite what the memesayers tell you.
ar15's are best started with a lower and a lower parts kit. you can go as cheap as you want on those two because they dont take any of the pressure really. the upper, bolt, and barrel are what matter (and the trigger but that can be a later upgrade).
if youve never shot before start with a 22.

Hey Canadians I just turned 19 today and I was wondering how easy is it to get a gun here? I don't have any mental illnesses or criminal record. How much would I pay for a decent weapon and the license?

Just go to a local gun place, hunting, fishing store, whatever. Ask if they offer licenses
It'll be a small amount of money, I paid $130 for PAL and $90 for RPAL.
A weekend at a course, with a bit of hands on with deactivated firearms. Really easy

Not everyone should own a gun. Owning a gun requires you to not be a fucking idiot, and obviously this is beyond most people. So stop trying to put guns into the hands of your friends and family.
Not everyone should get to vote either. Why is my vote worth as much as someone who has far more education like a physician? Why is some dumb nigger who didn't graduate high school allowed a vote as worthless as mine? Rights =/= privileges. Now someone who doesn't feel comfortable owning a firearm shouldn't be forced to. And if someone IS going to then they should probably at least take an NRA first steps class but it shouldn't be a requirement for ownership.

Walther is usually in the bottom five-10 slot.
Which, to me, is fucking criminal.

I come from an era where a man was proud of his guns and enjoyed having them on display in his mancave alongside his other trophies. My friends and I sit around my bar, drinking homemade craft brews and aged single malt scotch, smoking cigars and trading stories about trophy fucks. Not drinking hipster shit trying to feel tacticool.
