I'd say that works, though im not a fan of the atlas bipod myself.
Ive never fired a ruger precision rifle, but as an average group of .75 moa from alot of tests I'd say it is adequate. Its really your money.
I find chassis systems to be heavy for my liking, so if you are driving it around and not humping the gun on a sling I'd say go for it. I have an m1a in an ebr chassis, and while its a great firearm that averages around .8 moa with my handloads, I myself use a Tikka to good effect if I am hiking into my long range spot. To be completely honest, Mosins are barely worth it anymore, but if you're set on getting one I recommend either a 91/30 or an M39. The M39's a regarded as the highest quality Mosin style rifles of all time.
