From what I have seen, Byakuren ( and Yuyuko get some of the most delicate/aesthetically pleasing art. What do you think, anon?
Another one who also gets some nice fanart is Wakasagi Hime, but in lesser amounts due to her not being as popular.
Strangely enough, she got a 200+ page long doujin in a past doujin dedicated only to tragic love stories involving her. Very well drawn, from the previews I saw.

That was going to be my guess. I feel like artists go all out with the aquatic theme and it really shows.
I think if Hecatia was earlier she'd have a lot of fantastic art due to her theme, although her clothing is another obstacle.

Anyone popular has amazing art. Yukari, Sakuya and Yuyuko have the best imo. Kaguya has some great stuff too.

I love it when Okuu is drawn with huge wings and is more presentable as a Goddess, as she is. Her alternate designs are also really, really nice.
I'm biased because she's my favourite, but I love artwork with Alice because of her simple, yet elegant design, though I also love >>15508483 Byakuren because of her soothing beauty a lot of artists seem to capture.
Parsee gets some really nice art too.

Byakuren, Yuyuko, Iku, Whackysacky, and Utsuho all immediately come to mind.
Tenshi, Kanako, Eirin, and Kaguya are some lesser known ones that seem to reliably get pretty artwork too.
