Ignoring the hideous design, what does she add to the series?
She's a dumb but fun-loving fairy? We've got four of those already, five if we're counting Lily. She induces madness? Two or three of those. She's from hell? Everyone from SA. Oooh but no wait, it's a different hell, that makes it okay!
The stage 5 boss slot is historically an important slot. This is where we get future playables, main characters, and plot-relevant Touhous. Stage six is often very short, more a difficult intermission than a stage, so the stage 5 boss is often the last real stop before the finale. Stage 5's given us Sakuya, Youmu, Reisen, Sanae, Futo...characters with weight.
And in LoLK we got this. A character with nothing special or unique to them besides lol 'murica and a really poorly balanced boss fight. Fan fucking tastic.
At least her theme is good.

That alone shows enough of a lack of understanding for your post to be ignored, but let's continue.
Rather than judging by the arbitrary measure of uniqueness or subjective opinion of her design, look at the bigger picture. Considering that the new Sangetsusei followed hot on the heels of LoLK, it seems likely that ZUN created Clownpiece specifically with the intention of making her a recurring character. This time, rather than the stage 5 boss going on the be playable, she went on to be a new feature character in a manga instead, and in fact got a whole new series of it started despite it having been 'finished' several years ago. If we compare her to the rest of the stage 5 bosses, she's already added more than Shou and Rin, both of whom have never been more than minor side characters outside their own games.
As for 'characters with weight', you seem to be forgetting that Youmu, Futo, and Seija are all goofy as hell; not to mention, Clownpiece enjoys driving humans to the point of actually doing serious harm to each other as a 'prank'. If you don't let yourself get distracted by fanon meme bullshit, she's at least on equal footing with them. Of course, that's accepting that having 'weight' is even important in the first place, in a series based around girls playing games in wonderland. It's important to remember that, despite what the Grimsoukyou brigade says, Touhou is basically a lighthearted and fun series at the core.
While I can understand having a negative first reaction to Clownpiece (I certainly did), if you actually think about it instead of just stubbornly trying to justify your gut reaction, she's not bad at all. I look forward to seeing how the new Sangetsusei goes and where else she might appear.

I made a post very similar to this when LoLK was still new. I'm not stubbornly justifying shit; this was my initial opinion of Clownpiece and it hasn't changed since.

I like Clownpiece because she reminds me of why I like the series in the first place. Yeah, her concept is extremely stupid on paper. Lampad wrapped in American flag? Dumb idea, nobody should have been able to make it work properly. But ZUN tried it, and in my opinion, he made a memorable character that fits in well with the established lore and is tons of fun. Touhou is still at a point where it's not burdened by what everybody else wants. Tons of other creators churn out the same boring twin-tailed tsundere schoolgirls over and over again, but ZUN can take risks on stupid designs that lead the series in weird, new, and silly directions. That's why I'll always like "dumb" Touhous because they make the series what it is for me.

My impression of her was bad when I saw the translated dialogue and before that aswell cause she was just a meme. The very first thing you see about her is the USA flag, so /jp/ had a mental autism attack about shouting USA. ZUN probably didn't intend it but patriotism pandering is the easiest and most cringe worthy. Murricans would cheer their own cancer tumor if it were glad in stars and stripes. And apart from that there was nothing that got me interested in her, her dialogue makes her seem like a stupid fairy and nothing else. So from the game alone my impression was bad.
