AX is not a Touhou event, it's the largest anime convention in the United States and probably the Western world. ZUN was invited by NISA America (who will be releasing a number of Touhou doujin games in the West) along with several other doujin creators.

Holy shit dude these are the first Touhou things to get licensed for sale in NA ever. It's only just happened, and they've only gotten published at all slightly less recently. The Play,Doujin program is new as fuck. ULiL only just barely got announced for publication. This period in Touhou's history has been developing very quickly. Calm down.
Besides, Playism already does have a version of DDC available in the west. We already have one official game.

Because NISA picked them up, that's all. ZUN approves of developers using Play,Doujin to springboard into a career, and these games happen to be the first ones to be picked up by a western publisher. ZUN hasn't shown any particular long-term plans to publish his games (Playism being a test run), let alone publish in the west as well.
It has nothing to do with quality or anything of the sort. Considering he OKs games that go through Play,Doujin, he's clearly fine with the representation on some level.
