Easy Answer: Any PC-98 that isn't Elly, Yuuka, Mima, Alice, or Orange
No-PC98-Answer: DDC honestly seems like the "literally who" game. The Tsukumo sisters, Yatsuhashi, and Raiko all seem pretty forgettable, and Seija is someone I lose track of a lot. Tojiko is a pretty literally who as well.
The weather girls will always have some degree of people remembering them because they're the weather, although I do admit I usually forget the Aki sisters.
Koakuma and Daiyousei won't ever be forgotten given the support they have from fans, especially Koakuma. Even if they do nothing and don't show up again you remember them.
I don't know if I'd agree with Medicine. She seems kind of memorable to me. Not like a major character but on the level of your average 2hu.

My Answer: I always forget the spider chick at the start of SA but pretty much everyone in DDC other than the Waggysaggy, The Banki, and the Inchling are forgettable. I also forget Sagume because she sits between Smugremy and Clownpiss.
Its weird how forgettable the 2hus in DDC seem in retrospect because Ten Desires and LOLK are also pretty new but feel like they have a much more memorable cast.
A follow-up good question would be who is the most memorable/recognizable touhou other than Remiu and Marisa. Probably Flan or Alice? People that even those who barely know about Touhou would know.
