Komachi works hard, but she goes at her own pace. Even if her workload is increased, she would not increase her operating speed to compensate. It's not virtuous in the least, but it's hardly equivalent to laziness.
She's never even been described as lazy. The Touhou character described as lazy is Iku Nagae, who will explicitly skimp work, try to find shortcuts, and generally avoid doing work via any avenue that comes to her.
