Unless she does what Clownpiece did and move somewhere I'm not too sure she'll appear again. She did hint that she wants to meet Eirin in the future. My one hope is that there will be another Inaba of the Moon and Inaba of the Earth featuring Ringo, but that is somewhat slim.

Canon wise, ZUN doesn't really give a shit about those two. On the contrary, Remi, Yukari, Yuyuko, Eirin, and Kaguya were just nonstop shoved in our faces after their games can't out.
It feels like after IN, ZUN just makes characters and then ignores them except for some random cameos. The cast is just too plain big to manage now.

You dont need to be relevant to the current canon to avoid being forgotten (e.g. Flandre). Plenty of characters have their fame even though they rarely appear in canon.

ZUN may have "forgotten" her but she appeared in the fighting game, which is a lot more attention than most 2hus get at any point in time and her popularity skyrocketed from that and still gained her a large fanbase which still exists. ZUN is just a bad writer and can't always figure out what to do with every character to keep them in the story, even though Okuu was one of the most important characters in the plot at one point.

Past that in canon, Okuu's not going to show up much because she's in the depths of hell and the main characters are on the surface. Same reason most of the undergrounders don't get many appearances. Dunno about Shimyoumaru, but Junko is probably never going to appear again because the moon's even more remote than hell.

Wiki says she's not in HM, and the Stage 1 midboss is called a divine spirit. They appear everywhere in the game and the endings but they're not actual characters (albeit it would be crazy if they were). Daiyousei is an actual character that appears in multiple games, stages, and comics. I'm not too sure about Koakuma though. Could just be a random devil living in the mansion.
