by counting tiles, however, you can work out how likely you are to draw each tile, and thus work out the efficiency/difficulty of each yaku from your current hand, as well as when to go on the defensive, and what tiles are the safest; the learning aspect would mostly be in reacting to and predicting human behavior and exploiting it
the AI would probably be a lot different to how alpha go is done, as it would have difficulty planning more than a turn or two ahead due to the monstrous number of possibilities

Aside of amount of cards (52 v 136), mahjong works a lot different than poker.
In mahjong, you actively make your hand by draw-and-discard process. That also includes using other players' discards. While in poker, you only rely on your and the dealer's hand.
In mahjong, your outcome result and amount comes entirely from the hand you make, while in poker, your hand only decides whether you win or lose. No difference between high card or RSF.
In mahjong, there are lots of information you can get using tile discards etc, while still retaining some degree of randomness from the tile wall. While in poker, at most, your decision comes from 7 cards.
The closest card game to mahjong is gin rummy, and even then, the pattern combination, and thus the outcome, you can make is much wider in mahjong.

I'm almost to 4dan and I'd say yeah. While Ippan games are highly unpredictable and can be fun like 7447, the quality of play is much better. You're also much less likely to encounter things like disconnecters. Plus you don't have to deal with nonames who may as well be dropbots.
If it's much harder it's probably because you need to learn a little defence to round out what you know. Basic betaori along with suji and kabe is all I use and I don't often deal in anymore. But I'm not as good as many other people who play here.
