In LoLK, while Marisa assumes Yukari would want to protect Gensokyo as-is, Yukari says that change may not necessarily be a bad thing.
It may be assumed that she's trying to provoke change herself. A stagnant Gensokyo is just as bad if not worse to her. Just as long as the idea of Gensokyo continues to exist she doesn't care if it changes or evolves or whatever.
While it is certainly an excuse to not have her show up as often or interfere in ULiL, it can also be why she doesn't care about newcomers trying to instigate technological progress, Mamizou coming in and throwing her weight around, an outsider who breaks the barrier but who no one on the outside would believe about Gensokyo, anyway, especially with Reimu, etc. fixing the problem themselves, or even about the Lunarians trying to half-heartedly wipe Gensokyo clean and make it their home.

Alice PC98 is not canon so we don't know. What we do know however is that there's no consequences to becoming youkai OUTSIDE the human village, without contact with the village, and Alice doesn't live in the village. That's also why if Marisa became youkai it wouldn't mean shit as long as she doesn't do it in the village or use the village.

Except when he came back to life as a non-human, he did so in the village, in broad daylight, in front of at least a couple of humans who promptly ran screaming in terror. I really don't see how you can say "location doesn't matter" in regards to the human villager who died in the human village coming back from the dead in the human village and getting chased out of the human village, since the human village seems to be a rather significant part of the equation here.
As for Reimu not telling villagers about him, what about Kosuzu an Akyuu? Not only are they villagers, but Akyuu's whole deal is recording and disseminating information about this kind of thing.
