Except both her PoFV profile and Perfect Memento article make a point of saying that she's not a living being, which is why poison doesn't affect her, and that even after becoming a youkai her body is still that of a doll.
Maybe it's just because she came long before Kogasa and the others were introduced, and so ZUN hadn't fully worked out how tsukumogami work, but even after they came out they aren't entirely consistent with one another.
Kogasa was born from a single object, while Kokoro was born from multiple objects. Then you have Raiko and the two sisters from certain instruments, but then changed their instruments yet somehow remained themselves. And then there's all the tsukumogami from Forbidden Scrollery who are just the objects themselves, but sprouting arms and legs and mouths.
