Silver and blue is best. Cooland refreshing.
I really like plaided clothes, and love when artists use strong colors. Her green hair and a yellow flowerfield on background are a recipe to awesome
Junko's yellow red is good too; but where's my Secreaming for Vengeance Album edit?

You must love hipsters.
Hata, pastel colours are cute
Does it need to be official? Wakasagihime's original ZUN colors are bland but in fanart she's given a wonderful spectrum of aquatic colors that I love.
I love Momiji's red white and black colors and her features blend them together well.

Are blue and gray cute because of futo or is futo cute because of blue and gray?

I've always been partial to Tenshi's design. It's those contrasting hues of blue, the white, and that color spectrum piece around the skirt that makes her have definite presence.

I sometimes like to affectionately call Yuuka "The Tablecloth Girl".
OP, all Touhous have terrible color schemes, ZUN has no idea what he's doing.
But then comes fan art and fixes it.
But since there isn't one exact fan palette, we have to judge based on original art only. And that's a tough contest.
Koishi, with Mima being close second

Well, it works.
