Well first off, Anime North is a Canadian Convention not US.
Second, the policy about costumes with restricted vision has been in place for years, and considering the blith ignorance of many attendees to what's going on around them. It's required. I've had a string of performers holding hands as they were led through the TCC, be forced apart by other attendees who just could not wait for the line to pass, or blundered into them because they were too busy texting and walking at the same time.
Fortunately, these are convention rules which cannot be enforced outside the convention space Anime North Rents. Which means they don't apply in the parking lots around the TCC and International Plaza.

Clearly you don't know how Toei treated their shit prior to the 2010's. Anything from toku or stage shows that didn't end up scrapped and recycled to make new props simply ended up in the trash. What little they did store and preserve was very often done so poorly and sometimes deteriorated badly.
I've heard stories of Sentai and Rider fans that used to root through Toei studio dumpsters and walk away with prominent show props. Stage show props are almost always recycled, so those masks are probably repainted, refinished, and reused until they can do so no more.
