Did get a little lost but from what I understood the mystery behind cutting down the bushes was they were partially warding off the umatsuki from fully taking over the owner? When Reimu saw all of them gone she took it as a sign the owner was already a walking corpse and just finished him off in secret.

No, this is not why they were created. Spell card rules do not nerf anyone, they just prevent deaths. Strong youkai and humans still win weak opponents in spell card duels. Loser just does not die.

I can't remember if this is exactly true or not, but I thought that powerful-enough Youkai (AKA, pretty much any named Youkai in the series from Yukari to Wriggle) don't actually die from extermination, they just are weakened. Extermination for them is more like the local police telling them to stop causing shit, whereas the super-weak Youkai are the ones who actually "die" from it.
